My dog always seems to be prenant...she has milk discharge.....

My dog always seems to be prenant...she has milk discharge...and she eats a lot more....but whenever she leaks this mile discharge...it's clear...but his time it is'ntnow its white..and i see her around the neighbors unfixed dog a lot....but again this has happened before...but not like this exactly....what i want to know, if she pregnant or not?
