I know exactly how you feel I have 2 cavaliers 1 is calm and rarely barks and the 2nd is crazy sounds just like yours I am going to keep watching your question to see if you get any good response. The only suggestion I have gotten is obedience training.

She does sound like a little rascal!  I am not the voice of experience as our puppy is just a bit over 8 months old. Our puppy sounds like a cross between your two – not too rambunctious but not sedate either – frisky and playful is how I would describe our little one. Our breeder told us that after about the first year or so, they do settle down, so there’s hope!

One thing we found very helpful for the leash pulling problem is a harness. It puts less strain on their neck. And obedience training also has been extremely helpful. We attended Puppy Kindergarten and in a few weeks learned wonderful ways to help manage the puppy years. If you can find a program near you, it’s worth investing the time and a few dollars. Good luck!
