My female dog had puppies and the male we believe is the father always turns away when we put them near him, does that mean he's not the father?

no it doesn't.  HE could just be a dead beat dad, or a typical male dog.  Male dogs generally express a little interest in the puppies, but it needs to be on their own time.  You may notice that when he approaches the puppies, the mother will try to kill him or threaten him.  he likely just knows that he needs to stay away from them until they get a little older (instinctually).

The dad is probably nervous and he does not want to disrupt the pups with the mother and he will eventually stay with them. The father probably dosnt want to be threatened by the mum thats all.
