you should wait till the dog is at least 2 years old... just like any dog. They are supposed to be at least two years old to avoid health problems.

I have pugs; female and male.  I have found that breeding a pug to early causes complications w/birth.  Your pug is the perfect age for breeding. A dog is like us in ways, you don't want to get a young girl pregnant as the same with them..Plus the older the dog, but not to old, your dog will be better behaved.  You want quality not just quantity.  Good luck.

I was reading this FAQ on Breeding, Whelping, and Rearing Puppies:
http://www.faqs.org/faqs/dogs-faq/medical-info/whelping/
It says not to start breeding dogs until the female is at least two years old. It also has tons of other useful information you'll need. Good Luck with everything!
