    Yes it's called SFgate and can be found on the ftp server 
    ftp://ls6-www.informatik.uni-dortmund.de/pub/wais/ 

    You can see it run at 
    http://ls6-www.informatik.uni-dortmund.de/SFgate/bibdb-html. The SF 
    icon leads to some documentation about SFgate.
