Q: What happens if a cancel message arrives before the article it is supposed to cancel? A: (From Rich $alz) | If VERIFY_CANCELS is set to DO, then early cancel messages are ignored. | If it is not set to DO, then early cancel messages cause a history line | to be written for the article being cancelled. Subsequent offers of the | real article will be rejected.
