You can modify the active drop site order with XmDropSiteConfigureStackingOrder() or by using XmDropSiteUpdate() to change the drop site's XmNdropSiteActivity resource (to XmDROP_SITE_ACTIVE or XmDROP_SITE_INACTIVE).
