someone's reading your URL header suggests that they already /have/ a copy

FAQ is available firstly in an up-to-date form (you'd be surprised how
many ancient copies of your FAQ are circulating...) and secondly in other
formats which a reader might prefer, such as HTML, DVI or a PostScript
version for printing.

web browsers make a godawful job of rendering a page for printing. Knock
up a PostScript (or PDF) version and link it in to your HTML version with:
