In my examination, it appeared that most of the multiple URL headers
were in fact for redundancy -- either redundant web sites or redundant
protocols (ftp vs http). A large organization might provide the
redundancy in other ways -- multiple servers with round-robin DNS for
example -- but that isn't a tactic generally available to solitary FAQ
authors.
Certainly it's the intent that the URL header link to the "home page"
for the FAQ, not provide a list of resources, and that multiple URLs
are for redundancy. This is very explicit in the draft guidelines that
Kent posted.
Only a small percentage of FAQs are using multiple URL headers anyway.
So I think that the actual usage is in fact in line with what you say.
The long discussion here has tended to skew perception in the direction
of thinking it's a bigger deal than it really is.
