Where we are able to contact the old FAQ maintainer but are unable to
get confirmation from him/her that a new group can post with the old
archive names, I would be inclined to make the judgment call that it's
most expedient to ask the new folks to use slightly different archive
names. It's not hard to come up with something reasonable. You could
even explicitly add "new-" to some path component of the archive
name(s) of the new FAQs, thus making it explicitly clear that these
are different from the old ones.

(In theory, adding "new-" could result in an ever-continuing need to
invent further prefixes, sort of like what happened with VHF [very
high frequency], UHF [ultra-high frequency], etc. But we can cross
that bridge when we come to it, and if Usenet and FAQs survive long
enough for the rec.arts.bodyart newsgroup to need "newer-" and
"even-newer-" and "extreme-new-" generations of FAQs, perhaps that's a
good thing to be celebrated, and not a problem to be solved per se.)
