rec.arts.anime.misc is encountering a similar problem. The previous
maintainer was handling the FAQs for the entire r.a.a. heirarchy until he
suddenly stopped in September 1998. At the beginning of the year a few
people assumed the maintaining, updating and in one case an entirely new
rewrite of the FAQs. We tried contacting the previous maintainer but he
would not reply at any of his email addresses (including his moderator
contact addy). Moving on, we started submissions to *.answers but the first
test was put on hold waiting for the prior maintainer's consent but they
can't seem to get a reply either. In short, we have a number of FAQs stuck
in limbo at *.answers moderation.
