I doubt it. I think it's more likely that one of three things is
happening:
1) an additional part was requested at some point but never used (much
more likely in case you are not the original maintainer)
2) due to a typo, one more part was approved than requested
3) there's a borderline condition in the posting server that
incorrectly allows one part more than approved
Of course it could be something else ... but I suspect that you are out
of luck until your request for more parts is approved.
