Briefly: Yes, it does.

At more length: I've recovered enough to spend a few hours a week on
moderation, and am slowly working through the FAQ checker and [submitted]
messages [currently handling June 2000]. When I spot a change-of-address
message, I handle that, too. But in any case your ability to post to
*.answers doesn't depend on your From address. From addresses are only
checked during "periodic archive maintenance" which is a by-hand process
(supposedly done weekly, but in fact neglected while there is higher priority
work to do).

I am not sure how fast new moderators will be "on board" to speed up queue
processing. Ping Huang is handling training of new moderators, but that has
apparently been going very slowly because of the difficulty of finding
mutually acceptable times for the training.
