I've mentioned this in the past, but Igor Chudov's <ichudov@Algebra.Com> STUMP
program might be part of the answer. While it does not include explicit
support for autoposting, the source is available, so the auto-posting feature
could be bolted on (or some outside FAQ Posting system could submit the
postings to the STUMP system). Stump supports PGP keysigning, multiple
moderators, "preapproved" lists, etc.
