I happened to reply to a similar question a couple of months ago and
posted an excerpt from the _Post-Approval Guidelines_. David Lamb's
(the *.answers moderator) followup confirmed that the Guidelines are
still in force.

BTW, don't be surprised if you don't get an 'official' reply. Health
problems are preventing the current moderator to devote as much time to
the *.answers chores as he would like. A few volunteers are being
trained by a former moderator, but the process is apparently a very slow
one.
