I must say, the end actually seems to be in sight. My ISP obviously
filters a lot, the stuff from known spam harbors. Of what I actually
receive and report, very little comes from the US, Canada, western
Europe, Australia ... most comes from (or is relayed by) parts of the
world where the Internet is new.
My conclusion is that in the parts of the world where spam started, the
access providers are now very serious about preventing spam from their
systems -- closing relays, requiring positive identification from
users, going after violators and charging them for the costs. The rest
of the world is coming along, but it takes time to put all the
protections in place.
Keep on reporting spam. Use SpamCop (http://spamcop.net), which makes
it a lot easier. There's hope.
