As Stephan Schulz has already pointed out, <P>...</P> is only
supposed to express the meaning that the ... is a paragraph.
Whether a paragraph is indicated by no indentation and extra
whitespace, no extra whitespace and so many em's of indentation,
or a pause in speaking is entirely irrelevant to the fact that
... is a paragraph.
What you should be doing is complaining that more browsers do
not support style sheets so that you could do something like
P { text-indent: 3em; }
