Well the grandson-of-1036 now in draft form would take a dim view of
such a practice. It will say that news articles of arbitrary length
SHOULD be propagated, with a NOTE to the effect that people thinking of
imposing limits should be thinking in terms of several megabytes.

And it does provide a mechanism for stitching multiparts together, but
only as a deprecated facility to be used in extreme cases (such as the
one you appear to have).

In other words, you should be speaking to your upstream in scathing
tones.
