I would combine these into:

   1) As plain text in minimal digest format, meaning that questions are
separated by a blank line, a line of 30 hyphens, a blank line, a
Subject: line, and another blank line. This gives you automatic access
to the HTML converter at http://www.faqs.org, where it will be
available on the web as both a single file and broken down into a
separate page for each question.

That's not as simple to state, but the advantages are large enough that
I recommend that *everyone* developing a text-only FAQ for the first
time use this format. Of course, the remaining options still apply for
the experienced and for those who know they want HTML on the first cut.

Otherwise I think this is a good summary that would be worth including
in the initial information made available to new *.answers submitters.
