I maintain the rec.woodworking FAQ as a Microsoft Word file, and then use a
little program I put together in Delphi to number the sections and
questions and generate a table of contents. That done, I use AscToHTM 3.0
to create the Web version. It's quite flexible, and the author wrote it
with FAQs in mind. In fact, it's free to any Usenet FAQ author.

Once the HTML version is done, I wordwrap the ASCII version to post on the
newsgroup. To take a look at what it produces, see the URL below
(woodworking, not captioning -- the Closed Caption FAQ is done only in
HTML, and is hand-coded).
