When the files are the same, it is a link. Every time a new file
arrives to be archived, it's saved in one location, and links are made
from all the other appropriate subdirectories. The problem arises
when a file comes in with the right Subject but different Newsgroups;
that file will be saved/linked in only some of the locations the real
FAQ is found.

The problem doesn't come up very often. I'm sorry you got caught by it.
