Nowadays alt.config is where new alt groups should be proposed and
discussed. But many alt groups are still created in the same way they
always were, at the whim of anybody who can work out how to issue the
appropriate newgroup message. Such groups rarely have formal charters
of any kind, but most ISPs will act on binary postings sent to alt
newsgroups that don't have "binaries" or some variant thereof in their
name.
