I assume that is why I have been seeing (on occasion, not with
regularity) duplicated articles?

It appears that the title and poster are the same but the body of the
message is gibberish. At first I thought it was ROT 13 or the like but
it wasn't.

Thankfully it seems to have passed. Since my ISP does not honor outside
cancels or supercedes I was seeing "double" on and off there for a while.
