If you follow the 'author's own mini-FAQs "How to Name a Newsgroup"...'
link at the top of that FAQ you'll find a mailto: embedded in the text
which claims that the author was <haz1@nwu.edu>. Dejanews will tell you
that the author's name is Bill Hazelrig.
Dejanews will also tell you that Bill hasn't posted any articles under
that name since 1996, so if the <haz1@nwu.edu> address doesn't work I
don't know how you're going to get in touch with him. He posted once
from <haz1@tezcat.com> so that might be worth a try. As a last resort,
some of the other alt.config FAQ contributors credit Bill in their FAQ's
so you might ask them if they know how to reach him.
