The faq server and local mail delivery at rtfm were both stuck because of
various system problems (lock files, too many 'stuck' qmail processes, ...),
which led to things like lack of faq server responses and no running of
news-answers-request overnight batch jobs.

The MIT staff have apparently fixed these problems, so y'all may be getting a
rash of faq server (and other) messages as the queues clear out.
