Oxymoron of the week. Windows invites you to use things like
"smart quotes" and em-dashes that it then represents in
not-ready-for-internet code page 1252 or whatever it is called.

Did you try a) save as DOS text (code page 457 or whatever) and
then Kermit or ftp (ASCII) the result to a Unix box to clean it?
