There's are ports of Pine called PC-Pine for DOS, Win16 and Win32 at:

This is the home of "real" Pine, so the versions are kept fairly up-to-date,
and the ports are very faithful to the original version. You should be
able to do anything with this version that you can do with the UNIX
version, WRT posting FAQs.
