One I am testing at the moment is xoom.com. They offer 5mb's of Webspace and
are also adding CGI scripts for things like counters.

I would unfortunately surmise that most of the free web hosting sites, have
rules reguarding the use of the space. Although I'm not sure about
xoom.com's policy in this reguard.

I'm still waiting for mine to be approved. Last I heard it was a 8 day
delay. And that was 16 days ago :D.
