I tend to use rtfm, simply because the site nearest me (gwu.edu)
doesn't have the archive-name paths, just the paths based on newsgroup
name.

I imagine that if the rtfm folks wanted to reduce their load, they'd
kick the mirror sites to get up to snuff. I haven't had much trouble
accessing rtfm lately, so either it isn't as popular or it has more
capacity now.
