I don't profess to be a net expert, but it seems to me that you
want to compare the timeframe over which you're going to be
developing and implementing the FAQ Launchers with the timeframe
over which HTML 3.0 is going to become the de facto standard.

While it doesn't really make sense to go beyond HTML 2.0 for pages
which you want to be widely used tomorrow, I suspect it will take a
while for the FAQ Launchers to become widely known. By the time the
new system gets up and running, HTML 3.0 is likely to be in widespread
use. If the material you want to present is more naturally laid out
with tables, then use them. Everyone else will catch up eventually.
It doesn't make sense to plan for the present when the future is where
all the *use* of the FAQ launchers will be.
