That's what I would suggest.

Mailing lists usually don't have so much fluctuation in their readership;
so it shouldn't be necessary to re-send the FAQ list twice a month.

Furthermore, many mailing lists send the current FAQ file to everyone
signing on the list, so everybody on the list should have received
the latest version of the FAQ file anyways.
