I believe what you are seeing is that anyone using the Chicago Manual
of Style (or a similar document) e.g. most newspapers/magazine will
not put a word in all caps unless its an acronym.
I fight this all the time with UUNET (which has officially always
been "UUNET"). Chicago manaul of style says that "Uunet" is proper.
