You just insert an URL to the FAQ on a FAQ server; e.g. rtfm.mit.edu.
That's the point of the WWW: don't mirror all information locally,
just keep a pointer to where the information is kept up-to-date.

Let him post his FAQ to the newsgroup first. After the first few
postings, he will have rewritten his FAQ several times until he feels
comfortable enough with it to unleash it to a larger audience.
Maybe he will get feedback that suggests he change the scope (and
hence the title) of the FAQ.
Once he realised that his work is welcome in his newsgroup, he will
feel more comfortable to make it more "official" by getting *.answers
approval.
The guidelines document is not very helpful with designing a FAQ; it
mostly tells you what to do to the headers in order to get approval.
This usually doesn't affect the work involved in composing the FAQ
very much.
