Yes. It is generally considered a good idea to use 'manually' created message IDs
for FAQs. Of course these IDs have to conform to the rules, but then you know
in advance what ID your first part does have. I put manually in quotes, because
it's not really neccessary to create them manually, but rather with a special
routine instead of the standard one. For example my FAQ's message ID is
<kate-bush-faq-1994Feb26@zoodle.robin.de> which obviously conforms to the standard
(similar to an email address on your system, unique), and in addition is
human-readable. The message ID of FAQs is most often also used to put an
appropriate Supersedes: header into any new version to cancel previous versions.

Since it's recommended to put some other special header lines (that is, header
lines that one doesn't find in any and each posting) like Keywords, Summary,
Expires and Approved (this one after first-time approval) into your FAQ you have to
have access to special headers anyway.
