Personally, I do not object to this type of low-intensity,
get-something-of-value-in-exchange-for-reading-our-advert type
of e-mail, and do not either want nor expect an apology from
NIS.COM. (I got the message separately as well.)

Mr. Jackson is certainly entitled to his opinions as to what is or is
not "an acceptable use of USENET and electronic mail", and to complain
to whomever he chooses, but I do not see the point of attempting to
involve the faq-maintainers list in his crusade and do not know why the
message was forwarded to this list.
