You can do this even if you do care about the hyperlinks. Just leave
out the access method (that is, "http:" or "file:" or whatever) and
the directory, and make sure all the files concerning the FAQ are in
the same directory. Both the directory and the access method
default to the method used to access the current file, so links within
the hypertext should work fine. I don't see any way to get links
pointing off into other people's stuff to do anything reasonable if
you're disconnected, though.
