HTML - portable ?!

Perhaps this is the wrong place to ask this question, however I hope
you'll forgive me.

I intend to produce an HTML version of the Linux FAQ. However, in
order to do this I need to know how to write it in such a way that I
can

1. test it on my machine at home, which runs Linux (of course), has
TCP/IP, etc. etc., but is *not* connected to the global Internet

and

2. then copy/install/upload/whatever it to an appropriate place on an
appropriate W3 server, and have it still work.

Can someone who knows about URLs, etc, please volunteer (by email) to
hold my hand a bit ? I've tried finding the specs for HTML, but they
weren't particularly accessible.
