Yes, but there are filters for certain text processors, which can
at least translate headings, tables of contents etc.
I know one for FrameMaker.

There is. The vt100 browser lynx has a -dump option, which does exactly
what you want. The X-window browser Mosaic has a Save_as command with
the options html, plain ascii, formatted ascii.
The latter has a nice layout, different underlining for headers etc.
It cannot be used in a script, while lynx can, allowing you to add/strip
headers etc. used/not used for posting in the news.
