I guess it all depends on what all you want. I find that Thomas Fine's software
running at Ohio State, which tries to hypertextize news.answers, etc. to do
quite a nice job on my FAQ - it creates links to external files, links between
parts, etc. It doesn't do a lot of fancy headings, etc. though - it uses a
minimalist approach to markup.
