It's also not required -- requested but not required. It is true that
consistency is required:

We need to know exactly what will appear in the Newsgroups line
of the posting.

I did find the explanation (from the moderation faq) of interest. Perhaps it
could be incorporated into the guidelines by replacing the paragraph

Although the order of newsgroups on the line is not important
from the point of view of the news software, we prefer to have
news.answers listed last, since it is the least "relevant" of
the listed newsgroups. The other *.answers newsgroups should be
listed directly before news.answers.
