Once I've finished the HTML versions of my FAQs, would it be
permissible in principle to post them to news.answers?

It is my understanding that although an HTML document may be a bit
cluttered with formatting commands when read in a plain-text viewer,
it's still readable. As "Introduction to the *.answers newsgroups"
says, a basic description of an FAQ is "any posting which answers
common questions and is meant to be read by human beings." Since your
posting would be readable even without an HTML viewer, I believe it
qualifies, and therefore, I see no reason why we wouldn't approve it
for *.answers.
