There are a variety of other reasons.
In my case, I refused permission because I do not want an old copy of my
FAQ appearing on an apparently authoritative source. I sometimes get
asked about an FTP archive which has been out of service for two years;
only people with old copies of the FAQ will ask me this question. If
the 1992 version of the FAQ were on their CD-ROM, many more people would
ask me this question.
