I can go you one better - I doubt that my system at home will ever be
able to be upgraded to even UUCP. Why - because it's an 'obsolete'
system no longer being developed. There are 5+ million owners of these
computers, plus millions of other brands also without any uucp or IP.

Now granted, we can pay for access to services which have IP access.
But unless those prices are destined to become non-trivial in the next 12
months, it is doubtful that the majority of modem owners are going to rush
out and pay Compuserve, Delphi, etc. $20 a month or more to get
access to their services.
