Possibly. The test would be whether they selected news.answers or not. For
example, this particular place publishes a variety of CD-ROMs on selected
topics. Given that they've selected news.answers, and are neglecting all other
newsgroups, I'd say they don't meet the test for a common carrier. They're a
publisher, and their own sales literature probably disqualifies them.
An outfit that published news on CD-ROMs, and just happened to have one CD
corresponding to news.answers, would qualify as a common carrier.
