You've stated the problem exactly when you say that these CDs
are "a subset of Usenet articles". They are a *subset*, not the
full Usenet.
If someone wants to sell "Usenet-groups-on-disk", that's fine
and dandy, so long as they include on that disk *every* article
posted to the group they're selling.
What Walnut Creek is doing, OTOH, is picking and choosing
which articles to include, based on their value to Walnut Creek.
If I wanted to write a book, I couldn't just go out and get
"The Great Gatsby", "Without Remorse", and a few other hot titles
and put them in one binding and sell them for a profit!
