I am having a hard time paper training my chi.  I am using pottie pads but she just ignores them - what suggestions do you have

How old is she and how long have you been trying to train her?  Look here for other threads about potty training, there's lots of good advice there, only some of it from me :-)

Keep you chi in a crate (her den) and let her out frequently and take her to the pottie pad. It helps if she has an accident to put some of the soiled paper towels on the pad to "salt" the pad. Always supervise you chi --- on a leash with you in the house or in her kennel. She comes out to eat, play with you, and do her pottie business. When she begins to the eliminate on the pad, say "do your duty" or some other phrase --- say it consistently. When she finishes reward her within three seconds with lots of praise and a special food treat.

try placing paper all over the desired area for the dog to relieve itself and then slowly remove the paper, until there is only a bit left

You can purchase grass scented pads from your local pet store. It seems that the imitation grass scent attracts them to the pad and helps in the training.
