MY PICTURES TURN OUT TO BIG WHEN I SEND THEM VIA EMAIL (OUTLOOK EXPRESS) WHAT DO I NEED TO DO TO MAKE THEM SMALLER.

There are 2 ways you could mean too big. Firstly file size. If this is the case then you can use a higher compression factor when saving the file.

The second more likely reason, which also impacts the file size is the image resolution. A size of around 640x480 pixels is fine for e-mailing. There are two ways to achieve this. Firstly it's most likely your camera has an option for shooting the picture at this size. This is great if you only want the picture for e-mail but not much use if you may also want to print the picture. If you want high resolution for your own use then you have to take the picture at this resolution and use your imaging software to resize the image and save a copy for e-mailing. Without knowing what software you have it's impossible to tell you exactly how to resize. Whatever software you use make sure you select the option that retains the same proportions. With this option you change either the height or the width and the software calculates the new value for the other.

you can always use http://www.resizemypicture.com, which is a free, easy web page that will allow you to resize pictures without downloading anything.
