Chris,

The answer to your question is not a simple one. Voice acting is a tough profession, just like any aspect of "show business". Many spend years and years "paying their dues" doing commercial work and attending various voice acting workshops before they get any opportunity to voice cartoons.

If you have no experience at all, except your chances to be slim-to-none of seeing it happen. I would suggest you take some classes in the basics of acting (trust me, acting comes into play) and any classes/workshops you can for voice acting. Make contacts, networks and practice the craft. The more you do those the better your chances become. You'll also end up looking for an agent, putting a demo together, and praying. Good luck.

my parents say you can be any thing you want. so if you want to be a voice actor then go for it. but you might want to have experience with it to. so good luck

Hi my name is Tom Cruise and i thought i should write you a little something to give you a hand.

To find a good voice acting career all you have to do is be good at the thing, and then just simply visit Stephen Spielberg's website for dreamworks or some other, send him a message with a cv  and let me do the rest.

I will phone him tomorrow and tell him that guy named Chris is looking for a voice acting job and hes sure to give you a shot at it.
