No. Cell phones use radio waves no different than the radio waves which we are constantly exposed to from radio station towers. The electromagnetic energy produced by a radio wave is not intense like that of Gamma rays or X-Rays. More intense radio waves may possibly create tissue damage but intense waves aren't used by cell phones.
