Under four months old, I wouldn't unless they were bundled up.  I live in Minnesota, so I've had experience in this.  Both mine are short-haired.  BTW, they are both litter-box trained using clumping cat litter, so they don't have to go outside unless they want to.

My 3 pound cream and tan with a sparse coat will go if she knows she's going straight into the car.  My 5 pound black and tan with a heavier coat likes it, at least for a while.  Both were acquired in the dead of winter and their little pads didn't touch the outside ground until it was warm enough for me to go barefoot.

When I open the door, one goes out, the other is asked if she wants to, sometimes she goes out and sometimes she turns around and goes back in.  I go by that.

Thank You for asking this question Mariah. I wanted to ask this question. It snowed and I was too afraid to take my little Chalupa outside. I just let her use the paper. When I walked my larger dogs in the yard I had little Lupa under my coat where she stayed warm but could see what the other dogs were doing. She wants to be like the big dogs but I don't want her to catch cold so I leave her inside when it rains and snow or is very cold.

Please remember that shorthair chihuahuas have hairless bellys. There is a very real danger of frostbite if you allow them to run around in the snow, it can occur in as little as five minutes in 20` weather.

When I had to go on a family trip, I brought my chi with me.  But first I went to Petsmart and got little booties and a couple sweaters to bundle him up in.  He was fine, but he stayed inside of my jacket most of the time.  He did not enjoy snow at all!
